Or 11 board members each with 4.9%. Could probably muster up that number between, Jersey, Chicago, Houston, South Florida and Nevada don't you think. But I tend to agree with Tom there is likely a whale holding the share majority somewhere and somehow.
As we of course did not see a start of construction in 3Q09 (no surprise there) let's hope the new leadership has taken hold of things and permitting was started long ago. If not well hmmm this will be an interesting read. The link is a road map on CTL permitting and has a recent date of May 2009.
