there is no provision for a reversal in the OTC. There is for the big board. The SEC realizes these companies that trade on the OTC are flakey for the most part and usually have no probs finding enough criminal activity to suspend.
They could probably suspend 90% of the companies on the OTC if they had the manpower. They dont so they concentrate on the ones that are the biggest nuisances. SPNG may well have brought attention to themselves with their relentless spending, both on the many tout sheets and mainstream advertising, to promote a sponge selling company.
