In my mind I am convinced (but in other words...JMO ). No idea as to how ICANN intends to implement the process; I only know that they would "need" to deal through the various registrars out there. Perhaps initially, for a short period, they may want to ensure control by managing it through limited registrars, however, I would expect it to become necessary to deal through their entire channel as demand increases.
Provided I am right, I would expect that Neom has an agreement in place with ICANN that allows them to sub license to others.
Again...JMO.
