ICANN does not run the system, it acts as a coordinator. They would be responsible for the registry process for domain names. While I think it safe to presume that barcode related transactions will flow through the clearinghouse, the process of registering the domain names begins with ICANN. In turn, I would imagine they will issue licenses to the register.coms of the world who will act as sellers (the channel).
