there is a good reason for that. ATTN ECN charges .009 per share fee. So if it crosses bid at .90 with an ask there it gets .909 for the shares. Then it can cross the ask .91 and get .901 entry. EASY MONEY FOR THEM.

If they help flip the price by .01 they can make a quick .018 profit with virtually no risk trade. I bet ATTN employes a bunch of traders to trade cheap Nasdaq stocks for them because if you are retail you can't get a rebate through them.
