That's the $64000 dollar question. Interestingly enough, it might not matter. Who knows what will show up when the rocks are moved. If they are not investigating SPNG but the investigation shows SPNG doing unscrupulous things do they expand the investigation? Conversely if they are investigating SPNG and it turns out there is nss/libel, do they expand? Who knows....lots and lots of speculation.
