IMO, it doesn't make sense for them to be short and not allow buys. You can't cover a short by selling. Continuing to sell and not buy only makes the problem worse. Selling and not buying could potentially help someone else cover.

Don’t gamble; take all your savings and buy some good stock and hold it till it goes up, then sell it. If it don’t go up, don’t buy it.
