I cannot say this with 100% confidence, but I have a good source giving me info on the buyback and it makes sense. The share buyback is not going to effect the daily volume. The shares will not be purchased off the open market. In the early days of the stock, those shares were issued to a private party as collateral for funding on a project. The shares will be purchased back directly from that party. That is why it is such a specific number. The price and deal is already arranged. This is also the reason why the daily price of the stock has nothing to do with that repurchase and news does not effect that deal.
