Yes of course as long as you grow the PE will climb but because of that it's best to find a company which grows AND has a PE below 5. There are many out there right now that fits this criteria in china small cap land.

CSGH might be a really good company and might even have a good catalyst because of the testing results in the near term but that said I would always prefer CMTP to CSGH right now because they are half that cheap.

I'm only talking about right now, in a few weeks everything might be different. Just my opinion.
