I believe the term was invested in order to provide a influx of capital into a distressed market. That investment was collateralized by equity (or ownership as you put it). It would be Socialism if GM didn't have a Union and the Government mandated both employment and wages. I think the term "Socialism" in this situation might be a bit of stretch.
