In the art of communication the receiver of the information has the responsibility to collect the transmitted information without superimposing thoughts, ideas, and or desires on to the information.

If you understood the information communicated during the call you would have heard Owen say that the move to the Daq is a future one and that they were trying to move on things as quickly as possible.

Now without superimposing my own desire for economic rescue into his message I understand that to mean although things are being finalized there are still documents to be filed and business to be concluded before the public records everyone seeks are available.
