The 8k stats very clearly that the following:

The reduction will take effect simultaneously with the previously announced reverse split, which will be effective on the close of business on September 22, 2009, subject to necessary regulatory approvals.

Delaware reports what is submitted and isnt verified. They saw the 8K and made the changes. Based upon what I have read, the current AS is still at 900mil.
