....which means that your broker either doesnot have access to borrow the shares to fill a short order, doesnot know where to go to borrow the shares to fill a short sale order, or doesnot make a market in the stock making it difficult for you to short the stock.....
...my broker either makes a market in the stock thus having inventory to loan out for short sale fills, or they know where to borrow the shares to execute the fill, or both.
...a site that I monitor which shows daily inventories of shares avilable to borrow for shortable stocks, including TOVC, shows that there are no TOVC shares available via that clearinghouse today. Over the last few weeks though, that number of TOVC shares avilable to borrow on that site ranged from zero to 55,000....

.....Yes it has been discussed here before...going back over the years you and I have discussed this very topic and many others with each other right here on this forum... and there was a time when TOVC was not able to be shorted by "an individual" per se, or at the very least it was more difficult to do unless an individual had access to a marketmaker/ broker /dealer to facilitate the transactions...
