It will be interesting to see how this plays out in the court but regardless of the court decision it would be foolish for Spain to refuse a generous salvors award to OMEX. Taking that stance, Spain would virtually guarantee that all future Spanish shipwreck finds would be looted instead of salvaged properly.

Spain does not have the resources or the will to properly salvage or protect those shipwrecks.

If OMEX loses, the actual loss to OMEX is the operational expense cost and the litigation expense cost or several million dollars. If Spain "wins" and does not give a generous salvors award, the eventual losses could be in the billions of measurable dollars and untold actual historical & heritage losses.
