Take your blinders off.
If it makes EPA standards, then that is a good reason for communities to look at it.
Communities don't look at EPA certifications they look at specifications. They review and approve waste water systems every day. They are not wet behind the ears children. They are practicing, educated, Engineers with lots of experience. They have written their own requirements, they understand not only how the systems work but they have an intimate understanding of the issues and local conditions that influence how those systems operate.
They review the systems before they issue permits and they review the specifications of the system against their own requirements. They are much more knowledgeable about their own local soil conditions, run-off characteristics and water table levels than anyone at the EPA. If you walked into their office and suggested they don't need to review your system because the EPA has already approved it, they would most likely laugh in your face.
Try to understand the ramifications of the technology you are pumping, otherwise you might appear to be uninformed.
