Read it again Rich- you have the whole thing upside down as usual- sigh.

What Mr Makatis is saying is that adding the cost of cleanup would make the deal more onerous to fund as it proceeds- meeting the milestones for stage payments. NOT that the deal hasn't been financed. It has.
