So your solution is to leave the insurance corps the only game in town and hope they will want to reduce their profits? Without a public option, there is no chance costs will go down.
How about forcing those who are obese to pay more for their health insurance - no matter who issues it? How about forcing smokers to pay more for their health insurance - no matter who issues it? If someone wants to continue unhealthy habits, they'll have to pay for it.
