I think they did it to cover themselves with all the pending lawsuits. Notice how they stated that in discussions in April 2009 with HMS they were told that there would be no change to the reimbursement rate....then they reiterate that on July 10th the notice came without previous warning. BEAT is still holding up fairly well today and the market is taking a tremendous hit as I write this.
