"...they don't have coverage now" - That is not completely true...college students are covered by their parents, military personnel have "socialized" health care, and another group is covered by their employers. Sure, there's a group that aren't responsible and don't bother to buy health insurance - they stick you/me and everyone who does have health insurance with the bill when they need medical care.
