Actually it depends where you look. At TD my watch list shows .17 at both the bid and the ask. My LII display shows .1666 bid and .1667 ask. I contacted TD and they said it is because they use different quoting agencies for both. Not sure you can rely on Bid and Ask till a couple minutes before the opening bell. Either way, let's hope for happy day in Spongeland.
