Tufan; Put together, both of your posts explain the 90% ratio (academic institution clause) as I perceive to be your point...further, in looking closer at Brian's PR about "warehouse & land purchases"....it seems that this could be corroborated by City Clerks, County Recorders &/or Tax Assessors records from the suspect city's (thats if they do biz like most of us , in that part of the country).
Just a thought.
