I have the same ideas, everyone is looking around for new construction of the 75000ft facility. Why rebuild a facility when so many have gone vacant over the last year. I bet they gutted an existing building and like tufan said, refurbished w/ the denami's.

This theory could explain why there are no build permits w/ the city, along with other logistical discrepancies investors are having a hard time digging up.
