Major attitude change by Chinese government on carbon emissions, which includes increased energy efficiency:

China’s official think tank recently published the 2050 China Energy and CO2 Emissions Report that supports aggressive policies to improve energy efficiency that will allow for emissions to fall by 2030.

"Bai Quan, another expert of the panel, also told China Daily earlier that the government should invest an average of 1 trillion yuan ($146.5 billion) each year until 2050 on low-carbon technology development, which would raise the energy efficiency of end-users in industry, construction and transportation."
