The only explanation I've been able to come up with that doesn't involve something criminal was that maybe there was an error with the first test (or whatever you'd term it) that produced wacky numbers, probably bad. Instead of releasing numbers that both companies didn't believe in, they elected to test over a longer period of time.
But that's me trying to put a positive spin on this, so I don't feel like I just pissed bleach all over my money.
