From the article, there's clearly demand and it is noted that the U.S. military uses modified laser target designators as dazzlers in Iraq and Afghanistan, and this created some safety issues. While the Dazer Laser is specifically designed as a non-lethal dazzler, and not modified from pre-existing technology designed for target designation.
