Only if you believe 13 cents is the right price. If it goes to $3 then (with a 500k share buy) you're passing up a $1.4 million gain to save yourself $5,000 and risk not getting the buy done. I could see not chasing the ask up (though again, if you think it's headed much, much higher, that doesn't make a lot of sense either), but when you can at least get 5k shares at 13 or 14 cents and you see the gain as at least 10-fold, and you clearly have $65k to invest, why sit on the bid?
