Fails are shares that are either sold and never delivered or naked short and never located.
They create excess supply in the market, ie make it so more shares are out there than are issued by the company.
At some point these shares have to be "covered" or bought and delivered. These shares eventually will have to be bought and which could drive up the PPS in doing so. A short squeeze if you will.
