The "poor spend more than the rich" othodoxy is simply untrue. The rich does not even have to spend the money they have in order for the money to grow economy and produce jobs: when they are not spending the money themselves, most of it is "sitting" in the bank, which is expert at putting that money to work. In fact, it can be argued that because the poor has a higher per centage of their net worth and transaction conducted in the cash form, their "money" is far more prone to taking time out of the effective ciruculation than that of the rich, which nowadays is effectively worked 24/7 non-stop in the electronic form.

The soak-the-rich approach to taxation never works, and almost always end up hurting the working stiff. Remember the luxury tax scheme of the late 80's? It was the workers for boat builders and car makers that suffered.
