How can you make that statement without looking at the amount of currency each country has? Saudi Arabia has about 85 billion in cirulation, Iraq has about 20 trillion. So Iraq has 235 times more currency in circulation. Now take Iraq's rate of .00085 and multiply it by 235 times and it comes out to about 20 cents. Not that far from SA rate. Do you really think Iraq can have same rate as SA while having 235 times more currency?
