Dragon; Sure, its possible and your thoughts on envir.permits is a very good one too. There are any number of possibilities here and quite possibly a 'gauntlet' of agencies that could (or could not) be involved. I know what you mean about Williamsburg Co,'s primitive website ..... couldn't find much recorded info there either. Neither Williamsburg nor Berkeley Co's had an actual permit 'look-up' function ... thats why I switched to looking back thru Berks'. planning commission minutes etc etc. As mentioned , I didn't find one word but thats not to say it doesn't exist ---- just looking for the 'facts'.
For a look at what matters to the SC bio-energy promoters , together w/ a bunch of names (didn't have time to read them all) related to bio-energy projects ongoing as of Dec. '08 , see the attached link (may be of some help): link; http://www.energy.sc.gov/publications/Biomass_Brief-12-08%20_2_.pdf
I'll try to chase down some info from the source you mentioned as well ---
between you , don't-snow-me , myself and others(?) .... maybe we can get some answers here.
Thx. for the suggestions
