IMO, stupidity must be dismissed. He was the number one most wanted man in the world. Decisions relating to his apprehension/pursuit were being made and/or reviewed at the highest levels in the Pentagon and White House.

Why would Rumsfeld and Cheney allow paid mercenaries with suspect allegiances to organize the ground assault on Tora Bora? Why, when pursuing your number one enemy would you leave open the most likely escape routes (up and over the mountain passes to Pakistan)?

Neither Cheney or Rumsfeld, are stupid. Nor were the American Commanders in Afghanistan or the CIA operatives who were also at work there. The in Afghanistan war wasn't run by a bunch of amateurs and nincompoops.
