I'm not sure what this article has to do with Level 2 quotes, but let's review the OTCBB where DKAM trades.

The OTCBB is a quotation medium for subscribing members, not an issuer listing service, and should not be confused with The NASDAQ Stock MarketSM. OTCBB securities are traded by a community of Market Makers that enter quotes and trade reports through a highly sophisticated, closed computer network, which can be accessed through the NASDAQ Workstation. The OTCBB is unlike The NASDAQ Stock Market in that it:
does not impose listing standards;
does not provide automated trade executions;
does not maintain relationships with quoted issuers; and
does not have the same obligations for Market Makers.

So the notion that DKAM is the source of "high frequency traders make tiny amounts of money per share, on a huge volume of small trades, taking advantage of the fact that all listed stocks are now available for electronic trading" is not really applicable to the OTC. Beyond that, a stock that trades an average of $15k to $20k per day is unlikely to be used by anyone for this sort of activity, even on an electronic exchange, IMO.
