The government doesn't own any GMGMQ so they don't have any interest in what it does. And the government didn't halt trading - FINREA did.

Buying and selling (flipping) doesn't provide capital gains. It is ordinary income if a profit is made on the flip. You have to hold for a year for it to be treated as capital gains.
