Control It,

I am a rookie, so can you please explain to me what this means. I assume it's good since we're getting recognized as not being a good cover, given this quote.

"With 138.09 million shares outstanding and 100 shares declared short as of June 2009, there is a failure to deliver in shares of CPRK. According to quarterly data provided by the SEC, there were still 5,183,997 shares of CPRK that were failing-to-deliver as of June 26, 2008."

Please explain what all this means?
