Off the top of my head, I thought that it may make sense. Liquor Group may be hoarding funds, states are short of cash and may be late payers to Liquor Group and lastly - Drinks may have held off shipping to Liquor so not to have inventory held against them while their hoarding cash - which is what is happening now.
