I would interject that, as I have written previously, and with the benefit of 20/20 hindsight: The one thing that Cortex management clearly should have done differently was to raise money more aggressively, and timed to when they were bouncing with good news. The counterpoint to this is that, when bouncing, they were expecting yet more good news on the partnering front, and didnt want to raise money prematurely. The lesson I have learned ( I didn't espouse this at the time) is that you don't want to wait for the perfect timing on financing, any more than investors should try to perfectly time entry and exits from stock positions. There are too many unpredictable variables.

Other than this, based on what is known (we have no way of assessing other choices that may have been available), I do not see any clearcut, major instances where they took the wrong path, made the wrong decision. That is just my opinion of course, others will disagree. But the basis for that disagreement has tended to be an unrealistic appraisal of the available alternatives, to put it most euphemistically.
