Definitely I would buy INTC at $15. I would start buying at $15.50, if it drops to that level, which I doubt at this time. I'll probably have to chase it upwards.

The price level of INTC has been extremely stable in the past 3 months. I expect it will shoot up at th first sign of expansion in the economy. I think INTC can get to 18 in a blink.
