Does anyone have in writing that the company is going to buy back more of the O/S?

As far as I'm concerned, the company can raise the A/S to 10Billion, but if they keep buying back more of the O/S, then it doesn't matter what the A/S is.

Someone please correct me if I'm wrong, but the company has thus far kept with all its promises including buying back the O/S, right?
