On the bright side one saving grace could be gaining access to government funds as mentioned in previous MR. If I happened to be CONC I would be researching, and applying for every single grant possible day and night. In addition I would seek out specific experience and talent that has successfully gained grants in the past (surely someone on Advisory Board has done this). Another thing they have going for them is that they are dealing with China who has quite the financial interest in the United States (1T+ invested). Gov't may be more inclined to give out funds for an entity that is attempting to penetrate largest market.

On side note looks like there can be synergy to Mobitex product so I would also see how that shapes up in terms of utilizing CONC for interface.
