It's basically a plan.

The company, consumers, shareholders can make it pratically anything they want it to be.

Substantial and current with good informational flow (if that happens and gets built - then no - this isn't a fluff PR, it's a harvesting plan for mutual benefit)

If it doesn't take off, not nurished and supported..and it just dries up; then yes, looking back, it will be considered a fluff PR because the timing/events weren't fertile enough to enable growth in and of itself.

I suspect it will start out slow...but as it grows, it could become very viral.

Who knows..planting a seed like this; it can grow into a tree and produce fruitful things for years to come, just from a proper start and nourishment.
