You're adding apples and oranges. Two completely different animals {or fruits in this case}.

The first 2 plants perform the process to make the biodiesel.
The other 6 plants {or is it four by your reasoning? must be 6 if it's to be distributed in 6 states?} blend the biodiesel with petroleum based diesel fuel creating the end product that is ready for distribution.
