LOOK @ it like this!!! Key word is issue not sell. They are converting shares not selling which means there will not be a 70% dilution as those shares will not be buyable on the market. The Government will own a majority of the converted and they will not be selling, but rather Citi will buy the shares back. And if they did a 5-1 R/S This thing will go up like a bottle rocket------way to many short shares right now! jmho
