Company went dark because loan guaranteers (and new majority owners) required it. While company waited for SEC ruling and subsequent rollout, they "made" LCCI get their costs in order by removing waste and forced them to batten down the hatches until time came saving filing fees and associated costs.

And by the way, time is here
