I use a scan where I can put in whatever perimeters I want. Mine comes with Pro. If you had something like this you would set if for all stocks under a buck that trade only on nasdaq, amex, and nyse. I have no idea if there are free ones out there. I think buying stocks based on someone saying "let'r rip" is a very dangerous thing.
