in most cases, but some here say that blue may be dilution, but i know a lot of it is retail.. some that i know sold and it was blue.. they didnt dilute, they simply got out.

green i know is dilution.. i proved that here..

that board is close by the way, but i left that info up as i have proof of the green bars but they only are for ihub. if you see green on a streamer, etc, thats not hte same thing. only ihub shows this when a stock dilutes. dont know why, it jsut does.
