I have a new theory so here it is.
Looks very much like a tension testing rig for batch testing of umbilical material. Put it on "the rack" with the tail in one of those long clamshell clamps and pull till it fails.
supporting evidence
metal plate is not painted for subsea exposure
they always seem about the same length
all of the internal tubes are fastened in a way to evenly distribute the load but not connected for fluids to be pumped thru
the other end is not given any attention
no other sealing materials added to the splayed end
frequently done - we have seen maybe a dozen in the past few months of different sizes
