I think because the office for the major shareholders runs them all.

When the time is right the paperwork will be filed to "Legally" unite them.

Tell me why it is important that they do? Many Co's run subs and JV's. Same stuff. They are not tied together but ran by the same. I think they can even write off losses agaist one another.

This is a pertty simple theory. My own personal theory but no reason to think that this is crooked.
