Even if people didn't believe in the dividend it is hard to see them selling at these low prices period. But we are living in some tough times and we don't know if some are selling this low because they lost their jobs and are struggling with mortgage payments for example. I hope that's not the case. I just hope they are being foolish and don't mind taking such a loss.
