There is a big difference between pinksheet stocks (SEC filings don't have to be current, can increase A/S and dilute as they want without prior notification or vote), and OTCBB stocks which do have to report regularly to the SEC, keep filings up to date, and cannot increase their A/S unless they hold a vote to increase and notify stockholders (voters).
