Perhaps there is another reason why they have not drilled. Maybe they are waiting to secure several sources of funding to drill multiple sites so if one doesn't pan out then they are funded to move onto another site. Maybe they are waiting for the price of oil to spike up again. Projections and seasonal projections would indicate higher prices. Low oil prices don't entice investors in this type of speculation. These are just maybe's...
